FORT SILL – CHIRICAHUA – WARM SPRINGS – APACHE TRIBEECONOMIC DEVELOPMENT AUTHORITYJob Title: Chief Executive Officer (CEO) Reports To: Board of Trustees, Fort Sill Apache Tribe Economic Development AuthorityFLSA Status: Exempt, SalarySummaryThe Chief Executive Officer (CEO) performs complex daily executive management and professional level work to maximize the profitability of all the business enterprises of the Fort Sill Apache Tribe Economic Development Authority (EDA), with oversight by the Board of Trustees. The CEO is responsible for the expansion of existing tribal business enterprises, identifying economic development opportunities, and establishing goals, strategies and objectives for the EDA, while providing tribal member development and employment opportunities.Duties and Responsibilities: Day to day management of the EDA, hiring EDA staff, development of operating policies and procedures, preparation of annual plan of operation for EDA Board Trustee review and approval, including operating budgets, capital budgets, expense projections and accounting for corporate funds and coordination with applicable federal agencies, banks, financial institutions, and financial advisors.Approve expenditures consistent with the EDA's annual operating budget.Follow and implement the Economic Development Authority Code as amended.Coordinate agenda items and tribal business enterprise monthly reports and attend and participate in EDA Board of Trustees meetings.Carry into effect all motions and resolutions of the EDA Board of Trustees, as well as strategic plans and organizational goals and priorities.Prepare quarterly and annual reports of the EDA to the Business Committee of the Fort Sill Apache Tribe.Oversee all gaming and non-gaming entities including monitoring and approving actions and participating in strategic planning and operational reporting all business operations of the EDA including its subsidiaries.Advise the EDA Board of Trustees of prospects, plans and projects associated with economic development activities, including seeking and exploring new business opportunities and development of business plans and perform due diligence on acquisitions.Promote business development through personal contacts with business and community leaders, industry groups, advocacy organizations, executives of tribal business enterprises and other appropriate groups, assisting in the successful conduct and expansion of business and establishing and sustaining mutually satisfactory and cooperative relations between the EDA and the local business community.Oversee risk management and insurance needs and relationships with brokers to provide appropriate coverage for all business enterprises.Act as Trustee to tribal business enterprises 401(k) plans.Work closely with the CFO to ensure strategic plans and financial planning align with the goals of the EDA, individual entities and investments in the future.Development of programs to prepare tribal members to fill managerial and non-managerial positions in tribal business enterprises.Provides leadership and ensures that short and long-term goals are consistent with overall priorities, applicable laws, and business needs.All other duties as assigned.Core Competencies: Impart knowledge and skill, to offer advice and counsel, to empower and enable staff to enhance their knowledge, skills, and abilities, and to foster the professional growth of others.Delineate the business performance indicators required to execute market strategies and assess performance relative to these measures.Assist the Board with developing and implementing a compelling vision and goals, and inspire, empower, and motivate others to achieve them.Demonstrate openness to new organizational structures, procedures, and technology.Provide visible support for organizational changes needed to improve effectiveness and help others to successfully manage organizational change.Bring substantive conflicts and disagreements into the open and resolve them collaboratively, build consensus, and secure optimal resolution of specific issues among multiple parties.Identify and pursue new ideas, solutions, methods, or opportunities for increased profit.Display leadership qualities and the ability to serve both internal and external customers.Develop and manage departmental budget and control labor and expenses.Maintain high confidentiality.Independently manage multiple tasks in a professional manner.Maintain a professional demeanor.Minimum Qualifications: Master's degree in business management or related field required.Fort Sill Apache Tribe tribal membership, preferred.Minimum of seven years of relevant, progressive professional experiences, including economic development and managing non-gaming tribal business enterprises, including federal government contracting, convenience stores, real estate development, construction, and retail, preferred. Tribal gaming enterprise experience preferred.Minimum of three years' experience with due diligence in acquisitions, divestitures, and investment management required.Experience working with diverse populations.Strong organizational, written, and oral communication.Outstanding interpersonal skills, professionalism, sound judgement, and trustworthiness to work collaboratively with internal and external groups.Demonstrate transparency, honesty, responsibility, integrity, and fulfillment of commitments.Team-oriented: able to monitor, communicate, develop, and motivate positive team performance.Able to understand and monitor financial statements and interpret results, including proformas.A “working executive”: visionary and leader but also a “do-er”.Ability to work independently to perform duties in a timely manner with little supervision.Advanced computer literacy skills with MS Office Suite applications.Ability to Travel 20% of work time.Physical Demands and Work Environment:The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.While performing job duties the individual will have high volume direct public contact. The team member may be required to stand for prolonged periods, walk up to 1 ½ miles, climb or balance, and stoop, kneel, crouch, or crawl. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.The team member may be exposed to various foods and chemicals as well as latex. While performing job duties the team member is regularly exposed to risks associated with travel between buildings and back and forth to other areas as may be required due to business demands. The team member is occasionally exposed to fumes or airborne particles, including second-hand environmental smoke. The noise level in the work environment varies from light to moderate, and there are fluctuations in lighting due to flashing lights from slot machines and band lighting.At a minimum, the selected candidate will be required to pass a background check and drug-screening test and obtain a work permit or a gaming license and comply with to all applicable federal, state, and tribal and regulations.#J-18808-Ljbffr
